ICAO - 31ST General Assembly Session
On the whole, the documents released for this session reiterate much of
what has been said before. There were however three notable points:
Primarily, working paper 47, presented to the Executive Committee,
discusses the implementation of Resolution A29-5. It highlights two
issues:
- In discussing Appendix D relating to Technical
Security Measures the document highlights aspects of a detailed report
on action taken which is being presented by the Council. Included in
the highlights is Amendment no. 1 to the Security Manual which
introduces revised models for the national AVSEC programme and national
AVSEC legislation. Like Annex 17, the Security Manual may only be
obtained through ICAO despite its clear influence on security policy.
- Appendix H discusses 'Co-operation in the Field
of Security with other International Organisations'. This entails
working relations with INTERPOL, co-operation with the International
Air Transport Association (IATA) and increased co-operation with
Airports Council International (ACI). The working paper does not define
the exact nature of any relations with these organisations, although
INTERPOL is the world's largest police organisation with 184 member
states. It advocates some form of fingerprints and DNA exchange amongst
member states - although see INTERPOL's page for more
information.
Secondly, the recorded minutes for the fourth meeting of the Executive
Committee reveal that the 'Mechanism for Financial, Material and
Technical Assistance' has been extended to from 1995 to 1998 due to
assurances from Belgium, the US, France and the UK concerning financial
contributions.
Thirdly, working paper 106, concerning aviation security, discusses
international terrorism and its manifestations as unlawful interference
with aircraft and links to the narcotics trade. In order to combat
these issues, the paper proposes a unit be established in the ICAO
Regional Offices, entitled 'Intelligence Section', 'similar in nature
to Interpol', in order to receive and distribute information regarding
any acts of unlawful interference and drug trafficking.
