ICAO - 27th General Assembly Session

Resolution A 27-7:The Consolidated statement of continuing ICAO policies related to the safeguarding of international civil aviation against acts of unlawful interference.

  • Appendix B urges all member states to ratify the relevant international conventions relating to security and aircraft/aviation.

  • Appendix C, in calling for State action urges criminalisation of, and severe penalties for, offences relating to aviation; the facilitation of extradition of offenders and the provision of relevant information to the Council regarding unlawful interference.

  • Appendix D concerns 'Technical security measures'. It urges the Council to attach priority to the adoption of measures to counter acts of unlawful interference including security control of transit passengers and detection of explosive devices and to maintain the issue on ICAO's agenda. It reiterates the Assembly's call for member states to implement existing standards, recommended practices and procedures relating to aviation security and calls for them to enhance co-operation amongst each other and to exchange information on preventative measures through ICAO.

  • Appendix F concerns the 'Assistance to States in the implementation of technical measures for the protection of international civil aviation' and calls for more developed states to provide financial, technical and material assistance to states that are not able to implement suggested technical measures, particularly through the ICAO Technical Assistance Mechanism.

  •  Appendix G requires the Council to continue preparing recommendations for strengthening measures to suppress such acts of unlawful interference.

  • Appendix H concerns 'Co-operation in the field of security with Internal Organisations' and invites other associations, including Interpol, to co-operate with ICAO.
